ソーシャルメディアのつぶやきに端を発した中東の民主化のうねりは、アラブ全土に拡張する勢いである。通常ならアラブの不安定要因は、イスラエルやアメリカに向けられるのだが、今は、独裁政権に向けられている。その根拠は。そして、その影響でどのようなプラスとマイナス面が発生するのだろうか。更に、中東のうねりは、アジアの独裁国家、北朝鮮にも飛び火するのだろうか。イメージ図
ニューヨークタイムズのトーマス・フリードマンの分析は面白い。オバマ大統領のカイロ演説が、中東の民主化に影響を与えたと述べている。オバマ大統領のミドルネームは、フセインである。イスラムの血を引き継いでいる黒人なのである。このような人物がアメリカの大統領になれる程、アメリカの民主化が進んでいると認識したアラブの若者が民主化のきっかけを生み出したのである。また、インターネットのGoogleアースでつぶさに世界の発展や住宅事情を観ることができる。アラブの若者たちは、アブダビとパレスチナの貧富の格差を認識し、独裁政権への不満が爆発したのだと展望している。
アラブ世界の3つの幕大な赤字は、教育の赤字、自由の赤字、そして女性の権限に関する赤字である。石油という歳入がある国は、富が一部の権力に集中するし、生活のために何もする必要も無いので向上心が削がれてしまう。石油に頼れない国は、アラブ、イスラエル、アメリカの三角関係において勢力を均衡させる役割を演じ維持されてきた。
30年、40年という恐ろしく長い独裁政権が継続する中、気がつけば、教育、自由、女性の地位という若者の自立に不可欠な要素が完全に欠乏してしまった。教育と自由がなければ雇用の創出もない。若者の人口比率が高いアラブ諸国において、王族や独裁政権は、若者が希求する仕事に対する野心や向上心に反することばかりをしてきたことが今回の中東の民主化の根拠であると考えられる。
中東情勢の不透明感が高まる程、石油等の資源が高騰する。資源高騰で漁夫の利をまともに得るのは、ロシアや中央アジアの資源国家である。また、バーレンでは、少数のスンニ派によって抑圧されてきた大多数のシーア派が民主化に拍車をかけている。最大の産油国であるサウジアラビアに接し、ペルシャ湾の入り口に位置し、アメリカの第五艦隊の司令本部があるバーレンに政変が起これば、中東におけるスンニ派とシーア派の勢力が変革する。
つまり、アメリカの視点では、イラク戦争で失敗し、イラクとイランがシーア派で結びつき、バーレンやひいては、サウジアラビアまでシーア派の勢力が拡張し、石油資源がイランを中心とする反米政権によってコントロールされる可能性もあるのである。
しかし、別の角度から展望すれば、親米政権という名目で民主化が抑制されてきたアラブ諸国が崩れ、新たな政権が生まれ一時的な混乱が起きても結局は、中東におけるイスラエルは、スンニ派とシーア派の混沌から漁夫の利を得ることができると考えられる。アメリカの軍民複合体もビジネスチャンスを得ることができるだろう。
石油価格が上昇することで、いよいよ本格的なエネルギーの安全保障として、脱石油によるイノベーションが活発化すると考えられる。オバマ大統領が提唱したグリーンニューディールが具体化される可能性が高い。これは、日本が得意とする環境に優しい技術や原子力の分野の刺激策となると考えられる。中東の民主化のうねりは、中長期的には日本の利益にも結びつくと考えられる。
独裁政権がインターネットをいくら監視、検閲してもイノベーションと抑圧された庶民には勝てぬ。歴史の必然性から考察すると、北朝鮮という稀なる独裁国家もいずれは、崩壊する。金体制が維持できたのは、アメリカと中国が北東アジアの勢力均衡型の安全保障を戦略思考したからである。
しかし、国家という枠組みを超越した中東で発生した市民の民主化がイノベーションの波に乗った時には、北朝鮮にも革命が起こると予測する。その時に備え、エネルギーの安全保障と並ぶ北東アジアの安全保障を確立する必要がある。民主党の分裂など国内の 問題に振り回されている場合でない。今、まさに国際情勢の激動の中で、日本の役割を考察する時期が到来している。
