現代社会、とりわけ国際関係を展望するにあたり日本の進むべき道は二つに分岐するとの考え方がある。それは、既存の路線に従い日米同盟を基軸とする道、他方日本はアジアの一員であり中国との関係を強化することが新たな発展につながるとの道。正確には、分岐でなくて米国に重きを置くかアジアに重心を移すかであろう。
昨今の周辺諸国との領土問題のあつれきは、米国との関係が一枚岩でなくなったことに起因しているとの見解がある。従って、アジア・太平洋の時代の恩恵を無視しても米国との関係を強化することが安定と平和に導くとの考えも否定すべきでない。
日米中の三角関係で日本の針路が探求される中、あえてユニークな論点を提示したい。それは、日本がEUに入ることはできなくてもEUとの関係、特にドイツとの関係を強化することである。何故、ドイツなのか。
日本とドイツの産業構造は類似している。付加価値の高い製品を輸出して国を豊かにしてきた点、原発に懐疑的であり太陽光や風力などのソフトエネルギーを推進している点、そして敗戦国であり勤勉である国民性を考慮すれば日独の関係は世界で最も類似していると考えられるのではないだろうか。
先日、ワシントンのシンクタンクが東京でシンポジウムを開催した時、パネリストの一人がドイツの実質実効為替レートは、長期にわたりあまり変化はないが日本のそれはドイツの倍の強さになっていると述べていた。今の円高の影響でドイツの倍の努力をしなければ輸出を伸ばすことができないのである。韓国との実質実効為替レートは、最も厳しい状況にあるようだ。
気のせいか日本でもドイツ車が著しく増加しているように感じられる。ドイツが異なる産業構造の国々とEUという経済圏を構築することでユーロの恩恵を受け付加価値の高い製品を製造する技術を有するドイツが優位な立場を構築している。ドイツは為替の面で輸出競争力を高め、日本は不利な状態に陥っているのである。
ユーロ導入の前段階として1ユーロ、1ドル100円とするとの議論もあったと記憶する。円とユーロの関係においては10年以上経過した現在、途中大きな為替変動はあったものの現在ではそんなに為替変動はない。日本がユーロ圏と協調した為替政策を実行することでドルにも影響を与え円安の方向にシフトすることはできないのだろうか。
変動相場制の負の側面は、為替変動の幅が広がることでギャンブル性の高い実体経済と乖離した経済が増大したことである。ギャンブル性の高い国際経済を是正するためにも変動相場制の是正が必要であろう。その起点として産業構造が類似した日独との関係を強化することが重要であると考える。
冒頭で日本の進むべき道は、米国か中国との二者択一であると世間は考えていると述べた。TPPの問題でも日本は米国の戦略に歩調を合わせるか、或いは時期尚早と反対の意を唱えるかで分離している。国政選挙を前にして短期的な国民の利益に固執したマニフェストが幅を効かせている。
しかし、実際に長期政権が望まれる現状においては、少なくとも4年先を見据えた政治、経済、社会、テクノロジーの変革を明確にする政治家、政党のビジョンが求められている。とりわけ、2012年は世界のリーダーが変わった、変わる選挙の年であり、ロシア、北朝鮮、中国、米国、韓国など日本の安定に大きな影響を与える国々の全てが長期政権である。
日本は米国と中国という世界一二の大国の中間に位置する世界三位の経済大国である。米中の大国の狭間の中でEUの覇者であるドイツとの密接な連携を模索することで新たなるパラダイムがシフトするのではないだろうか。
日本とドイツの類似点は多岐にわたっている。敗戦国である両国の最大の違いは、戦後処理である。ドイツの歴史観、アイデンティティーを軸とした復興など日本はドイツから学ぶべきことは多い。日本とドイツの関係を強化する、そんな発想も必要だと考える。
