日本のメディアの論調は、国内の沖縄問題が中心であり、世界の中の日本が果たすべき安全保障の役割の視点が欠如しているようである。よって、メディアや地方の動向に左右されてはいけない安全保障、世界の安全保障の潮流、日米同盟の重要性と沖縄の役割、将来の安全保障のあり方の四つの視点で考察することとする。
メディアや地方の動向に左右されてはいけない安全保障
沖縄の米軍基地移転問題で揺れ動く沖縄県民をクローズアップで観れば半数以上が米軍撤退を求めるように報道されている。安全保障という国家の存続に関わる問題を、民主主義や地方選挙で導くという与件の立て方に根本的に問題があるのではないだろうか。
先の戦争から今日までずっと沖縄は、戦争と安全保障において日本の犠牲になってきた。にも拘らず沖縄の一人当たりの所得は４７都道府県の最下位であり、東京の半分以下である。安全保障の犠牲という沖縄の立場で考えると米軍基地の県外移転は至極当然のことであり、沖縄県民の半数以下が程度に差があるものの米軍の駐留を肯定している点も考慮すべきだと思う。
米国で７年生活した感覚で、一般的なアメリカ人が日本やアジアのために米軍を日本に駐留させることを望んでいるかと問いかければ、恐らく８割のアメリカ人はNOと答えるように思われる。国の存続に関わる安全保障は、世界の中の日本の役割やパワーという長期的な国家戦略としてのビジョンがなければ大きな犠牲を被ると考えられる。
世界の安全保障の潮流
オバマ大統領が唱える「核なき世界」がプラハ演説、国連安全保障理事会、米露核軍縮条約、核安全保障サミットと着実に進展している。本来なら被爆国である日本が先導すべき安全保障問題を同盟国である米国が推進しているのである。このように世界の安全保障の潮流が、日本と深くかかわり、ブッシュ共和党政権と異なりオバマ民主党政権が核廃絶という日本のベクトルに適っているのに沖縄問題の優柔不断さで日米関係が悪化していることに憂慮すべきである。
日米同盟と沖縄の役割
安全保障という歴史のリズムを展望すれば、二十世紀初頭の日本の安全保障は日英同盟により成立した。戦後、米国の共産主義封じ込め政策の恩恵を受けながら、日米同盟が発展してきた経緯を考察すれば、最も効率的で最善の安全保障であったと云える。日米同盟の基軸が沖縄であるとすると日本の安全は沖縄により保障されたのであり、その沖縄に対し期限を決めて沖縄に米軍を駐留させるという必要条件で日本は、生活水準の向上につながる実質的な支援策（沖縄の所得倍増）を実施することが不可欠である。
将来の安全保障のあり方
アインシュタインが予測したように、第三次世界大戦が起これば大多数の人間が滅亡するかもしれない。これを回避するために賢明な相互依存型の抑止力が機能し、戦争勃発の可能性はかなり低下する。むしろ、地震等の自然災害による危機の方が深刻である。国家主権や集団安全保障という枠を超越し、近未来の安全保障のあり方を地球益として展望すれば、米軍に頼る安全保障のあり方から、日本が世界に誇れる地球のための自然災害に関わる安全保障にパラダイムシフトする必要がある。
現時点では日本の安全保障の最善策は、日米の協調である。沖縄の犠牲と役割を正当に評価し、実質的に沖縄県民の生活が豊かになる所得倍増計画を示す必要がある。2025年までに米軍に頼らず日本や地球の安全を保障するグローバルな自然に関わる安全保障と日本を防衛する自衛隊に類似する地球レスキュー部隊の創設が求められる。沖縄問題は日本の安全保障を考える絶好の機会であろう。
