日本の人口が減少に転じ、少子高齢化が問題視され経済成長の悲観論が蔓延している。これらの問題を解決するためには、日本の移民政策や外国人参政権の問題を再考しなければいけないとの見方もある。２１世紀の今日、日本において人口が減少するということ、また経済成長が鈍化するということは大きな問題だろうか。
人類の百万年の歴史において、世界の人口が７０億人に到達するまでに人口の倍増が３１回繰り返されてきた。倍増するのに要した時間が平均３万年だが、この３９年で世界人口が３５億人から７０億人に倍増している。地球レベルで人口論を考察すれば、明らかにマルサスが指摘したように、人口の増加に食料や資源供給が追いつかず人類の幸福が損なわれると考えられる。
ワシントンコンセンサスが示した市場原理主義による米国主導型の資本主義が幸福の原動力になるという見方には限界がある。また、人類が豊かになることにより人口が抑制され成長が持続されるという先進国中心の考え方にも疑問を感じる。
このように米国中心のグローバル化が衰退し、中国やインドを中心とするアジアの時代が到来すると言われているが、果たしてそうであろうか。この点に関して、ニューヨークタイムズのコラムニストのトーマス・フリードマンは、ユニークな考えを移民問題の視点から語っている。
インテルが全米の高校を対象に科学と数学の分野で優れたベスト４０の高校生を選抜し、ワシントンのディナーパーティーに招待した。驚くことにほとんどすべてが中国やインドからの移民であった。最優秀に選ばれた高校生は、宇宙船におけるエネルギー効率というトップの科学者顔負けの論文を書いたという。このインド人曰く、米国が抱える問題は、我々若い世代が解決すると。
米国の発展の根底には、世界中から優秀な移民を惹きつける開かれた移民政策にある。とすると理想としての世界連邦こそ米国の魅力であると考えられる。グローバル経済の勢いは太平洋を渡りアジアにシフトしているが、世界の優秀な移民を惹きつける磁力を有する米国は、アジアとの融合において大きな力を発揮すると考えられる。
移民政策を日米の双方で比較してみた場合、陰と陽とに表現できるほど両極端である。日本は米国を真似、米国は日本を真似たこともたくさんあったが、こと移民政策に関しては、全く異なる政策が採られてきた。
日本が抱える少子高齢化と移民政策について概して４つの視点がある。第一、現状維持、第二、少子高齢化の問題を解決するためには積極的に移民を受け入れる必要がある、第三、移民や外国人の地方参政権を厳しく制限することが日本の持続可能な社会を形成する、第四、状況の変化を柔軟性を持って捉え、特定の分野、例えば福祉・介護などの分野の移民を導入する。
国連の推定によると世界の移民は全世界の３％未満。９７％は生まれた国に住んでいる。ユーラシアの東の果てに位置する島国日本の移民政策は、日本人の特徴に立脚すると世界の水準より厳しくて当然である。
今、長期的視点に立って移民政策のビジョンを描くにあたり、日本の価値観の本質にある自然との共生を第一に考えることが肝要であろう。即ち、世界が直面している極端な人口増加や資源枯渇、環境破壊を回避し、市場原理主義の限界を受け入れ、持続可能な社会を維持するために使い捨て文化から物を大切に使う文化へのシフトと質素な生活を支える地産地消が大切となろう。
このように日本の価値観の座標軸を明確にすることにより、状況の変化に応じた柔軟性のある移民政策が実現されるであろう。
