昨今の情報社会の変革の速度は、ドッグイヤに例えられ、７倍の速度で進展している。昔の７年が１年に短縮され世の中が動いている。人間の平均寿命が劇的に伸びているので、現在の９０歳の老人が昔の６０歳代前半の老人に等しい。恐らく年齢に０．７を掛けたらいい位に、年をとる速度は落ちているようだ。
情報化時代の速度（７倍）と人間の完成の速度（７割）のギャップは拡大している。１００年前に人間の平均寿命がこれ程、急激に変化すると予測した人はいないだろうし、また情報の速度に人間の予測がついていけない現象が生まれているように考えられる。
予測は往々にして外れるものである。しかし、昨今の予測は見事にはずれることが多い。例えば、大統領選挙の年は、米国経済は安定するとか、北京オリンピックまでは、世界の経済は拡大するとの考えが主流であった。しかし、見事にこの予測が外れ、米国発のサブプライムローン問題が予想以上に世界経済に悪影響 を与えている。
一方、ワシントンに５年住み、実体経済から感じ取ったことは、日本円の過小評価、日本のバブル経済並みの不動産の過大評価、そして貯蓄に興味がなく投資ばかりしている米国民の姿であった。
こんな話も聞いた。昨夏サブプライム・ローン問題が深刻化する前に、米国の投資機関のエコノミストが、米国南部でゴルフをしている時に、キャディーから、ローンで買った住宅をいつ売ればいいかとの質問を受けた。エコノミストがキャディーに経済事情を説明している内に、このキャディーが、いくつかの州で５ つの住宅物件を、一度も見ることなく購入したことを聞き、エコノミストは、遅かれ早かれ世界の金融市場の混乱が発生すると読んだという。
このように実体経済を通じ、経済の負の部分を感じ取ることができるが、国家ファンド等の金融資本主義の動向やグローバル化、新興市場の勃興の世界市場の正の部分を分析すると、ついつい希望的観測が悲観論を退けてしまうものである。
経済は心理的な生き物であるとすると、大衆が景気楽観論を唱え異常な投機を行った時には、既に景気のピークが終わっており、その急落は、家計貯蓄率ゼロに近い米国では、すざまじい速度で進む。
経済の変動が予測を超える速度で進んでいる状況においては、景気を上下変動で見ると、必ず底をついた景気は、V字型に急激に戻ると考えられる。予測で重要なのは、変動が起こる時のタイミングをどのように読むかである。その読み方とは、主流となっている予測の逆を予測したほうが当たる確実が高いように思う。ドッグイヤーと言われる７倍の速度でグローバル情報化社会が変化している時代においては、異端児的な見方も時に は必要であろう。
