世界の中の日本の地位は、経済、政治、社会的側面から観察しても低下している。国家が富国を 目指す時、それぞれの時代背景により「富国強兵」,「富国平和」が叫ばれ提唱されて来た。しかし、現在、新興国の勢力が増し、先進国の中でも低成長を継続している日本の存在感が薄くなっている。
このような状況の中、軍事力、経済力といった弱肉強食のハードパワーでなく、もっと本質的な国家という概念を超えたところにあるパワー、すなわち、人類全てが共有でき、異文化を超えて互いに尊敬できるパワーを推進すべきだという考えがある。冷戦後の20年は、漂流の時代であったが、これからは、「富国有徳」を持って、世界の中の日本の地位を確立するとのビジョンに魅力を感じる。
海外生活で多種多彩な異文化に接し、文化を押しつけることにより対立が発生するし、「郷に入れば郷に従え」だけでは、異文化交流に発展しない。文化という「ソフトパワー」を異国の地で活かすことは、簡単でない。そこに宗教とかイデオロギーとかが絡めばことは複雑になる。
日本人が備えている有徳とは、一つの宗教に固執しない多神教的な、ある意味では、「曖昧」ではあるが、対立より調和を重んじる考え方ではないだろうか。また、日本人の有徳とは、複雑なものでなく歴史の中で築かれてきた日本人が本来備えている世界まれなる生き方だと考えられる。そこで、日本人が「富国有徳」として、世界の中の日本の役割をどのように演じて行くことができるのだろか。
先日、パリで和洋折衷の和食(日本食)の店を出し成功している日本人の友人と会った。日本に本拠地を置きながらも、毎月、パリに赴いている。最近では、パリの和食のレストランのシェフの9割は、日本人でないという。寿司、焼き鳥、天ぷらなどの日本の食の文化がグローバルに人気を博しているが、和食といっても日本人が不在なのは問題である。友人が頻繁にパリに赴く目的は、真の和食を持って、食の中心パリで チャレンジすることにある。
昭和の時代には、企業人をはじめファッション関係者も、和食の板前さんもマネジャーも情熱を持って海外に雄飛しようとする日本人がたくさんいた。それに呼応して世界で和食が急速に広まり、生の魚などほとんど口にしなかった外国人が、高価な寿司をステータスのように食するようになった。そして、現在では、外国人による和食レストラン運営が主流になっている。
胃袋をつかんだ食の文化は強い。フレンチ、中華、イタリアンなど、世界のどこに行っても接することができるし、日本でも外食の主流となっている。また、日本の和食の店でもワインやビールが増え、日本酒のシェアが食われているという。前述のパリの友人は、パリの和食レストランにて日本酒の地酒を本格的に普及させようと考えている。努力なくして日本酒のシェアは、減少する。蔵元がもっと本気になって地酒を海外に売り込む努力が必要だという。
ソフトパワーには、日本のアニメ、マンガが主軸となっているが、食や酒という胃袋を満たす食の文化、すなわち、和食こそ日本のソフトパワーの本質ではなかろうか。パリ、ニューヨークといった世界の大都市のみならず、多極化する世界において和食や地酒を根づかせる。それも単に普及させるのではなく、「富国有徳」という日本人による日本のソフトパワーで日本の存在感を浸透させる。円高のご時世、和食の海外投資のチャンスではないだろうか。美味しく、健康な食の普及こそ、世界の誰もが対立することなく平和になる最高の異文化交流でありソフトパワーであろう。
