日米同盟は、日米の平和構築のための安全保障である。しかし、日本は核のメルトダウンと米国は財政のメルトダウンを起こし、日米が揃って世界の悪役になっている。核問題も金融問題も人間が創造したエゴにより発生した人工的な出来事である。地震や津波は、大自然の摂理であり防ぐことは容易でないが、核問題も金融問題も必ず人類の叡智により解決される類いのものである。
昨今の為替の変動や株価の低迷が世界を震撼させているが、その本質はどこにあるのか。出来事や結果には、原因がつきものである。しかしながら、内外のメディアの論調を見てみても米国債のデフォルト問題、米国債の格下げ、日米欧の財政赤字問題が主流であり、本質論に欠ける。アメリカ経済に詳しいビル・トッテン氏は、市場経済の限界と金融のギャンブル化を懸念し、トービン税の必要性を唱えている。
80年以上前に大恐慌が発生した。その教訓として、銀行と証券会社の経営を分離するというグラス・スティーガル法が制定された。しかし、ゴールドマンサックスの会長、クリントン政権で財務長官を歴任したルービン氏等が中心となり、金融の自由化という名目でグラス・スティーガル法が廃止され、金融のギャンブルとも例えられるデリバティブ(金融派生商品)が発生し猛威を奮ったのである。
その額は、全世界のGDPの約3倍である。また、一年間の外国通貨の取引額が一年間の製品やサービスに関する世界貿易額の36倍にも上っているのである。詳しくは、世界貿易(海外旅行も含む)に必要な金額は外国為替全体のわずか1% に過ぎない。残りの99%は全く博打のために取引されているのである。
要するに、実体経済と大きく乖離した非実体経済により世界の経済が投機で操られているのである。金融業界のインサイダーが金融行政をコントロールしたことにより始まった経済のカジノ化が、一国の経済、例えば、投機家が投機により超円高や超円安により年間予算が100兆円に満たない日本経済をコントロールすることも不可能でないのである。
経済や金融のギャンブルが生み出された背景には、日本のゼロ金利政策がある。昭和から平成に変わると同時に、ベルリンの壁が崩壊し米国の共産封じ込め政策が対日経済の熱戦の経済戦略にシフトされたのである。安全保障の観点では日米の同盟であっても経済の面では、日本の莫大な米国を脅かす巨額な資金を戦略的に日本から米国に移動させたのである。日本の増えた預金と減った貸し付けを合わせた220兆円。その巨額資金が、米国に流れたのである。日本のゼロ金利政策により、日本の銀行は、日本の企業や個人に貸し出しをするより、海外の国債を買ったり海外に投資をしたりする方が、より早く利益を得ることができたからである。
サブプライム問題は、ゼロ金利でも日本の銀行に預金をするという日本人の金融に対する無知が多少なりとも影響していると考えられる。
1981年にノーベル経済学賞を受賞したジェームス・トービンは、為替投機の抑制のために外国為替取引に対して定率の税を課すトービン税を提案している。毎日36兆円売買される日本円の外国為替に1%の税金をかけるだけで、日本政府は年間132兆円の税収を得ることができるのである。
現在の国税と地方税を足しても100兆円である。消費税を1%上げても2兆円である。経済の不安定要因の本質は、金融のギャンブルにある。投機を抑制することにより、世界経済は実体経済で動く。市場経済には限界がある。故に、余りにも無謀な投機による市場経済を抑制するトービン税の導入により、日本経済の復興と世界経済の秩序が構築されるのである。日本は余りにも急速に資金を蒸発させたが、トービン税の導入により、それを取り戻すことができるのである。
