海外で長く生活し、しかも五大陸でバランス良く生活した効用は、地球上のニュースが現場のローカルな視座で眺望できることである。例えば、黒海のグルジアを舞台にロシアと米国の軍事介入が世界を揺るがしている。まるで冷戦時代を彷彿させる東西の勢力均衡の再来である。
とはいうものの、もしグルジアのサーカシビリ大統領を全く知らなかったら、日本から遥か彼方のグルジアの問題などそれほど関心がない。しかし、大統領は筆者が客員研究員として1年過ごしたジョージワシントン大学で学び、身近で大統領の講演を拝聴したので、グルジアのローカルな視座でグルジアを取り巻く国際情勢に敏感になる。
いつの世も、紛争は、リーダーの世相の読み違えで発生するものである。特に敵対するリーダーの相性が、戦争か平和を導く。歴史を逆行するグルジアの不確実要因に対し、英国の宰相、チャーチルの哲学が注視されている。ドイツのヒトラーの拡張主義に妥協し宥和政策を行った英国の外交政策を真っ向から批判したのがヒトラーに強硬姿勢を示したのがチャーチルであった。第二次世界大戦直前の異常事態においては、チャーチルの主張は妥当であり、強硬姿勢を貫くことが戦争を最小限に回避する近道であったと歴史は評価している。
今日のグルジアの緊張においてもチャーチルの哲学を糧とすべきであるとの論調もある。しかし、軍事的緊張が戦争へと導くとも考えられる。とにかく紛争が発生する前に紛争の根源を抑える予防外交が期待される。
21世紀の今日、グルジアやポーランドのミサイル防衛の問題に見られるようにNATOを中心とする勢力とロシアとの勢力の均衡が顕著になりつつある。日本は、如何なる外交戦略を描かなければいけないのか。
ブレジンスキー元大統領補佐官は、北米、ＥＵ，中国を中心とする東アジア共同体の三極構造において、日本とロシアは振り子のように揺れ動くスイングステーツだと表現している。ロシアの振り子は、覇権の方に動いている。日本の振り子は、日米同盟を基軸とする動きを示すも米中の予測できぬ関係において、日本のアジ ア観が不透明である。このような状況の中で、ブレジンスキー氏は、日本とNATOの関係強化が重要だと述べている。
キッシンジャー元国務長官は、新しい米国大統領の最も重要な仕事は、米国が東アジア共同体と如何なる関係を推進するかにあると述べている。ワシントンのシンクタンクで、米国は冷戦に勝利したが、その立役者は誰であったかというシンポジウムが開催された。ソビエトとの軍拡で勝利したレーガン大統領とブッシュ大統 領、ペレストロイカを推奨したゴルバチョフ大統領、70年代前半に米中関係を推進したキッシンジャーと周恩来。これら三人の主役の中で、ソビエトを孤立化させる実利的な戦略を実行したキッシンジャーと周恩来が冷戦構造の終焉の立役者だとの主張が主流を占めた。
ソビエトを孤立させるために米中の関係を推進した戦略が正しかったのである。グルジア問題を予防外交の視点から考察すると、日本はNATOとの協力並びに中国やインドとの協力を強化することが肝要であろう。
